RESOLUTIONS APPROVED BY THE 166TH CONVENTION
of the Episcopal Church in the Diocese of Missouri, November, 2005

Resolution A 166 - Clergy Compensation - submitted on behalf of the Diocesan Council

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri set the annual standard base compensation for full time clergy in 2006 as follows:

CASH SALARY $34,700
HOUSING ALLOWANCE $12,500.

[The actual compensation should be determined by Resolution of the Vestry/Bishop's Committee, in consultation with the clergy.]

And be it further

RESOLVED, that the Church Pension Fund assessment will be paid by the congregation; and be it further

RESOLVED, that $50,000 group life will be paid by the congregation; and be it further

RESOLVED, that medical coverage for clergy and eligible dependents, will be paid by the congregation; and be it further

RESOLVED, that a standard of ten days per calendar year and $500 will be provided for continuing education; and be it further

RESOLVED, that the standard auto allowance will be $2,000 per year; and be it further

RESOLVED, that all parishes and missions encourage their full time clergy to set aside two days each week for personal time.

Resolution B-166 - Increased Media Coverage of Global Crisis - submitted by the Global Reconciliation Commission

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri call upon television outlets within the diocese's boundaries to increase coverage of global crises and the U.S. response to them, particularly:

• efforts to realize the Millennium Development Goals,
• the ongoing peace process between north and south Sudan, and
• the ongoing genocide in Darfur.

And be it further

RESOLVED, that this convention call on all television network affiliates to convey to their parent companies the desire of Episcopalians in this diocese to receive greater and more in depth coverage of these issues and situations; and be it further

RESOLVED, that the secretary of this convention send a copy of this resolution to every television station within the diocese's borders, to the programming offices of Closed Captioning, CNN, MSNBC, CNBC, and FoxNews and to the news divisions of NBC, ABC, CBS and FOX and the Corporation for Public Broadcasting; and be it further

RESOLVED, that the following resolution be sent to the 75th General Convention of the Episcopal Church:

RESOLVED, the House of _________concurring, this 75th General Convention of the Episcopal Church calls upon all television news outlets in the United States to increase coverage of global crises and the U.S. response to them, particularly:

• efforts to realize the Millennium Development Goals,
• the ongoing peace process between north and south Sudan, and
• the ongoing genocide in Darfur

And be it further

RESOLVED, That the secretary of this convention send a copy of this resolution to the programming offices of CNN, MSNBC, CNBC, and FoxNews, and to the news divisions of NBC, ABC, CBS and FOX; and be it further

RESOLVED, that all dioceses, congregations and individuals in the Episcopal Church are strongly urged to lobby the news media on local, regional and national levels to increase the breadth and depth of coverage of these issues.

Resolution D-166 - Recycling of Convention Materials - submitted by Metro II

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri encourage future conventions to provide for the recycling of paper, glass, and aluminum during the time of its meeting; and be it further

RESOLVED that all members of convention commit themselves to using non disposable tableware at future meetings of the church.

Resolution E 166 - Balancing the State Budget by Abandoning the Poor - submitted by Metro II, Mr. Tom Rogers, Mr. Mike Clark

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri
bear witness to our baptismal covenant to "strive for justice and peace among all people, and respect the dignity of every human being " by publicly opposing efforts to balance the budget of the State of Missouri in ways that harm children, the poor, the homeless, the destitute, the disabled, the sick, and the mentally ill citizens of this state; and be it further

RESOLVED that this Convention encourages the State of Missouri to balance the budget in ways that are equitable to all Missourians, such as:

• Ensuring that all monies promised from riverboat casinos are being appropriated to our state's public schools;

• Raising taxes to upper class and middle class tax brackets a modest amount; and

• Creating a designated fund for voluntary contributions to offset health care costs of the underprivileged.

And be it further,

RESOLVED that copies of this resolution shall be forwarded to the Governor and our state representatives; and be it further

RESOLVED that this Convention calls upon all the congregations of this diocese to conduct an adult discussion (or series) to explore our Christian responsibility to care for those less privileged than ourselves.

Resolution F 166 - Call for a Moratorium of the Death Penalty in Missouri - submitted by Metro III

BE IT RESOLVED that this 166th Convention of the Episcopal Diocese of Missouri calls on the Governor and our state representatives, and the President of the United States and our representatives in Congress, to enact and adopt legislation imposing a moratorium on executions at least until this state and the nation implement policies and procedures which:

• Ensure that death penalty cases are administered fairly and impartially, in accordance with basic due process,
• Minimize the risk of that innocent persons may be executed, and
• Prevent the execution of mentally retarded persons and person who were under the age of 18 at the time of their offenses.

And be it further

RESOLVED that copies of this resolution shall be forwarded to the Governor and our state representatives and the President of the United States and our representatives in Congress

Resolution G 166 - Structured Conversations on the Windsor Report - submitted by Metro III

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri requests the bishop to appoint an ad hoc committee including members of our General Convention 2006 deputation, representatives of each convocation, and others at his discretion, to design and host gatherings for interested people in each convocation after the "Blue Book" is available to discuss the issues and resolutions which may come before the General Convention in June, including the Windsor Report and any actions which may have implications for the Anglican Communion; and be it further

RESOLVED that minutes from each of these discussions be disseminated by the convocation secretaries to our bishop and to our clerical and lay deputies and alternates to the General Convention of the Episcopal Church USA to be held in 2006; and be it further

RESOLVED that this convention encourages each of our elected clerical and lay deputies and alternates to the General Convention of the Episcopal Church USA to be held in 2006 to attend at least one of these gatherings and as many more as possible in order to listen carefully to the wide range of opinions within the diocese.

Resolution H-166 - Relationship with the Diocese of Lui, Sudan - submitted by the Companion Diocese Committee

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri endorses entering into a Covenant of Companion Relationship between this diocese and the Diocese of Lui, beginning November 2005 and continuing until November 2010 or terminated by mutual consent; and be it further

RESOLVED, that the Rt. Rev. George Wayne Smith be empowered to set up a representative Companion Relationship Commission to implement this relationship, including the recruitment of persons and congregations in the diocese to participate in this relationship.

Resolution I 166 - Formula for Assessment of Congregations for Support of the Diocese - submitted by the Task Force for Budget and Assessment

BE IT RESOLVED THAT this 166th Convention of the Diocese of Missouri sets assessment for support of the Diocese at a flat rate to be determined by each Parish or Mission in the range of a minimum of 12.5 percent and a maximum of 15 percent of Net Disposable Budget Income following a deduction of $750 and based on the previous year's parochial report;

and be it further resolved that this resolution be extended until repealed or changed by Convention.

Resolution J-166 - Reaffirm Commitment to Millennium Development Goals - submitted by the Global Reconciliation Commission

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri reaffirms its commitment to the realization of the Millennium Development Goals to:

1. Eradicate extreme poverty and hunger
2. Achieve universal primary education
3. Promote gender equality and empower women
4. Reduce child mortality
5. Improve maternal health
6. Combat HIV/AIDS, malaria and other diseases
7. Ensure environmental sustainability
8. Develop a global partnership for development

And be it further

RESOLVED that this Convention celebrates our commitment to the realization of these goals by the giving of 0.7% of its 2005 program budget to be used toward their achievement in the Diocese of Lui in Sudan and the dedicating of 0.7% of the 2006 program budget toward work that promotes the Millennium Development Goals; and be it further

RESOLVED, that this Convention strongly urge every congregation and Episcopalian in the Diocese of Missouri to engage in God's mission of global reconciliation by dedicating a minimum of 0.7% of their program budgets and individual incomes toward international development work; and be it further

RESOLVED that the following resolution be sent to the 75th General Convention of the Episcopal Church:

RESOLVED the House of _________concurring, this 75th General Convention of the Episcopal Church

1. Establish the work toward the achievement of the Millennium Development Goals as a mission priority for the coming triennium,
2. Direct the General Convention Treasurer and the Joint Standing Committee on Program, Budget and Finance to create a line item in the Budget for the Episcopal Church containing no less than 0.7% of that budget for work that supports the achievement of the Millennium Development Goals,
3. Designate September 11 a special day of prayer, fasting and giving in the Episcopal Church toward global reconciliation and the Millennium Development Goals,
4. Request that all dioceses establish a diocesan global reconciliation commission dedicated to mobilizing Episcopalians toward the achievement of the Millennium Development Goals.

Resolution L-166 - Lay Delegates to Convention

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3, Section 6 of the Constitution of the Episcopal Church in the Diocese of Missouri by deleting the first three sentences thereof and substituting therefore the following text:

Every canonically organized Mission of the Diocese and Parish in union with Convention of this Diocese shall be entitled to be represented in Convention by a minimum of two Lay Delegates. Each Parish and Mission shall be allowed one additional Lay Delegate for every seventy-five persons in Average Sunday Attendance at such Parish or Mission as reported on its annual Parochial Report for the immediately preceding calendar year. Such Parochial Report shall be prepared on the then current form provided by the Secretary of Convention and Average Sunday Attendance shall be calculated in the manner prescribed by such Parochial Report form.

Resolution M-166 - Correcting Amendment to Article III.3, Section 9 - Submitted on behalf of the Committee on Constitution and Canons

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3, Section 9 of the Constitution of the Episcopal Church in the Diocese of Missouri which shall amend said Section 9 in its entirety to read as follows:

"Subject to the limitations set forth in Section 6 above, every Lay Delegate shall have seat, voice and vote in Convention."

Resolution N-166 - Payment of Assessments and Congregational Representations at Convention - submitted on behalf of the Committee on Constitution and Canons

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3 of the Constitution of the Episcopal Church in the Diocese of Missouri to as follows:

1. Identify the first four two sentences of Section 6, as amended by Resolution L -166, as subsection "a".

2. Delete the remainder of Section 6 and substitute therefore the following two new subsections "b" and "c" as follows:

2. Subject to the limitations set forth below, every Lay Delegate shall have seat, voice and vote in Convention. The Lay Delegates from a Congregation shall have no vote until the Secretary shall have been presented with satisfactory evidence as to the amount of assessments that the Lay Delegates' Congregation has paid during the preceding fiscal year for support of the Diocese and for the Church Pension Fund. In the event a Congregation shall not have paid the full amount of such assessments for the previous year, the number of Lay Delegates from such Congregation entitled to vote in Convention shall be reduced in direct proportion to the percentage deficiency in such Congregation's payment of its assessment obligations. The number of Lay Delegates with vote in Convention from such Congregation shall be rounded up to the nearest whole number, with a minimum of one Lay Delegate with vote in Convention for each Parish and canonically organized Mission.

3. Under extraordinary circumstances, the Diocesan Council may recommend to the Convention that all of the Lay Delegates of a Parish or canonically organized Mission have vote, without regard to the limitations set forth in subsection b. above. The Diocesan Council's recommendation shall be subject to approval by a simple majority vote of the Convention.

3. Delete Section 9 in its entirety and renumber Sections 10 through 13 as numbers 9 through 12.
