RESOLUTIONS APPROVED BY THE 172nd CONVENTION of the Episcopal Church in the Diocese of Missouri, November 18-19, 2011, St. Louis (from the Secretary of Convention Dr. James Hood, 11/23/11)

A-172 Implementation of Health Plan
Submitted by Diocesan Council


1. BE IT RESOLVED that this 172nd Convention of the Episcopal Diocese of Missouri require Congregations within the Episcopal Diocese of Missouri and the Offices of the Bishop to pay 100% of the cost of individual health insurance coverage (selected from the offerings included in the Denominational Health Plan and administered by the Episcopal Church Medical Trust) for all lay and ordained employees working 1,500 or more hours annually, in accordance with Title I, Canon 8 of the Episcopal Church and to be implemented no later than January 1, 2013;
2. BE IT FURTHER RESOLVED that Lay and ordained employees of the Episcopal Diocese of Missouri and the Offices of the Bishop eligible for required individual health insurance coverage under Section 1 of this resolution may elect not to participate in the Denominational Health Plan if they have access to coverage through other approved sources, e.g. Medicare, Tricare, a former employer, or a spouse’s or domestic partner’s health insurance plan;
3. BE IT FURTHER RESOLVED that Congregations within the Episcopal Diocese of Missouri and the Offices of the Bishop shall not reduce existing coverage or increase the cost of existing coverage to employees to comply with A177 or this resolution;
4. BE IT FURTHER RESOLVED that benefit design and premium support parity is required within each congregation of the Episcopal Diocese of Missouri and the Offices of the Bishop in the provision of health insurance coverage for lay and ordained employees;
5. BE IT FURTHER RESOLVED each congregation and the Offices of the Bishop may impose a monthly premium surcharge or incentive to lay and ordained employees who elect coverage for a spouse, domestic partner, or dependent who is eligible for comparable employer-sponsored health insurance (other than the Denominational Health Plan) through an alternate source;
6. BE IT FURTHER RESOLVED that Congregations within the Episcopal Diocese of Missouri and the Offices of the Bishop are encouraged, if financially possible, to exceed the minimum standard of health insurance coverage for their lay and ordained employees; and
7. BE IT FURTHER RESOLVED that schools, day care facilities and other congregational and diocesan institutions, regardless of the independence of their incorporation or tax status, are encouraged to adopt the principles articulated in this resolution.
Resolutions passed by the 172nd Convention of the Episcopal Diocese of Missouri, meeting Nov. 18-19, 2011, in St. Louis, Missouri

B-172 Companion Diocese
Submitted by the Companion Diocese Committee


1. BE IT RESOLVED that this 172nd Convention of the Episcopal Diocese of Missouri renews the commitment of the Diocese to the ongoing companion relationship with the Diocese of Lui in the Episcopal Church of Sudan for a second five-year period;
2. BE IT FURTHER RESOLVED that this convention encourages the bishops of Lui and Missouri to review the existing companion relationship agreement and make any needed adjustments or revisions in consultation with the Companion Diocese Relationship Committee and other stakeholders in each diocese; and
3. BE IT FURTHER RESOLVED that the Diocese of Missouri will continue to partner with Blackmore Vale Deanery in Salisbury Diocese of the Church of England and the Diocese of Lund in the Lutheran Church of Sweden in their mutual relationship with the people of Lui Diocese through transparency, accountability, and communications, and whenever possible, through joint travels to South Sudan.

C-172 HIV/AIDS Awareness Sunday

1. BE IT RESOLVED by this 172nd Convention of the Episcopal Diocese of Missouri that each congregation be encouraged to annually designate a Sunday for HIV/AIDS Awareness;
2. BE IT FURTHER RESOLVED that each congregation be encouraged to have this HIV/AIDS Awareness Sunday on the Sunday closest to World AIDS Day, observed on December 1 each year; and
3. BE IT FURTHER RESOLVED that congregations may elect to recognize HIV/AIDS Awareness Sunday in one or more of the following ways:
• By asking a speaker from an agency that serves people infected with HIV/AIDS to address the congregation. Examples of such agencies include, but are not limited to: Doorways, which provides housing; Food Outreach, which provides meals; and St. Louis Effort for AIDS.
• By thoughtfully and intentionally preaching the good news of Jesus Christ in the shadow of the theological, ethical, and pastoral dilemmas raised by the HIV/AIDS crisis.
• By providing an educational program to parents/grandparents on how to discuss the risks of transmission of HIV/AIDS with their children.
• By directly referencing those infected or affected by HIV/AIDS in the liturgy; for example, in the Prayers of the People or with a Litany, such as the one created by the ELCA for World AIDS Day.

D-172 Letters of Agreement

1. BE IT RESOLVED that this 172nd Convention of the Episcopal Diocese of Missouri encourages rectors, vicars, vestries and bishop’s committees, as appropriate, to create or review letters of agreement with active, non-stipendiary clergy (presbyters and deacons) and presbyters in part-time cures;
2. BE IT FURTHER RESOLVED that this convention encourages such letters of agreement to include provisions addressing:
• Clear guidelines about time commitment, including time off
• Necessary expenses for engagement with the diocese (e.g. diocesan convention and clergy days),
• Membership expenses (e.g. MOCA, Association of Episcopal Deacons)
• Budget for required continuing education
• Mileage reimbursement
3. BE IT FURTHER RESOLVED that this convention requests the Commission on Ministry, in consultation with the bishop, Canon to the Ordinary, and Finance Committee of Diocesan Council, to study the work conditions and expense allowances for active non-stipendiary deacons and presbyters and for presbyters in part-time cures and to develop a diocesan standard and model letters of agreement for adoption at the 2012 convention.

E-172 The Rev. Whiting Griswold

BE IT RESOLVED that this 172nd Convention of the Episcopal Diocese of Missouri recognize and uphold the Reverend Whiting Griswold as an example of Christian sainthood, and encourage his recognition within the wider church, passing along this Resolution and Rationale to the Standing Liturgical Commission of the Episcopal Church, to consider adding the Rev. Whiting Griswold to the commemorations in Holy Women, Holy Men.

BE IT RESOLVED that this 172nd Convention of the Episcopal Diocese of Missouri affirms the following resolution and hereby submits it for consideration by the 77th General Convention of The Episcopal Church:

Resolved, the House of ____________ concurring, there shall be a Special Commission on Missional Structure and Strategy, the composition of which shall be at the discretion of the Presiding Bishop and the President of the House of Deputies and the members of which shall be appointed jointly thereby not later than thirty days following the adjournment of this 77th General Convention. The Special Commission shall be charged with presenting a plan to the Church for reforming its structures, governance, administration, and staff to facilitate this Church’s faithful engagement in Christ’s mission to proclaim Good News to the poor, release to the captives, recovery of sight to the blind, freedom to the oppressed, and the acceptable year of the Lord (Luke 4:18) in a way that maximizes the resources available for that mission at all levels of this Church.
Resolved, the Special Commission shall endeavor to issue its report and recommendations along with resolutions necessary to implement them, including proposed amendments to the Constitution and Canons of this Church, so that they might be considered by a special General Convention prior to the convening of the 78th General Convention in 2015, in any event, not later than February 1, 2015.
Resolved, The General Convention requests the Joint Standing Committee on Program, Budget, and Finance to consider a budget allocation of $100,000 for the implementation of this resolution.

 

 

G-172 Minimum Clergy Compensation
Submitted on behalf of the Diocesan Council


1. BE IT RESOLVED that this 172nd Convention of the Episcopal Diocese of Missouri set the annual standard base compensation for full-time clergy in 2012 as follows:
CASH SALARY $40,700 HOUSING ALLOWANCE $14,670 [The actual compensation should be determined by Resolution of the Vestry/Bishop’s Committee, in consultation with the clergy.]
2. BE IT FURTHER RESOLVED that the Church Pension Fund assessment will be paid by the congregation;

8. BE IT FURTHER RESOLVED that all parishes and missions be strongly encouraged to provide dental insurance for clergy and eligible dependents, or be assured they already have such coverage.

I-172 Old North St. Louis Initiative
Submitted from the floor by the Standing Committee


1. Be it resolved that this 172nd Convention of the Diocese of Missouri concur with Bishop Smith that he create and appoint a task force to investigate the possibilities for mission and ministry in the Old North neighborhood of the City of St. Louis, and that this task force conduct its work in collaboration with the Bishop and the Standing Committee, and make regular reports on its work to that body and to future conventions of the Diocese of Missouri; and
2. Be it further resolved that this Convention of the Diocese of Missouri encourage Bishop Smith and the task force of his appointment to explore the possibility of establishing a residential site on the model of Episcopal Service Corps internship programs; and
3. Be it further resolved that this Convention of the Diocese of Missouri ask the task force to keep in view as a goal for the program opportunities for the congregations and the people of the Diocese of Missouri to cooperate in the program’s mission and ministry.

RESOLUTIONS APPROVED BY THE 171ST CONVENTION of the Episcopal Church in the Diocese of Missouri November 19-20, 2010, St. Charles (from the minutes of convention, 12/2/2010)

A-171: Minimum Clergy Compensation
Submitted on behalf of the Diocesan Council


1. BE IT RESOLVED that this 171st Convention of the Episcopal Diocese of Missouri set the annual standard base compensation for full-time clergy in 2011 as follows:
CASH SALARY $39,510
HOUSING ALLOWANCE $14,240
[The actual compensation should be determined by Resolution of the Vestry/Bishop’s Committee, in consultation with the clergy.]
2. BE IT FURTHER RESOLVED that the Church Pension Fund assessment will be paid by the congregation;
3. BE IT FURTHER RESOLVED that $50,000 group life will be paid by the congregation;
4. BE IT FURTHER RESOLVED that medical coverage for clergy and eligible dependents, will be paid by the congregation;
5. BE IT FURTHER RESOLVED that a standard of ten days per calendar year and $500 will be provided for continuing education;
6. BE IT FURTHER RESOLVED that the standard auto allowance will be $2,000 per year; and
7. BE IT FURTHER RESOLVED that all parishes and missions encourage their full-time clergy to set aside the equivalent of two days each week for personal time, 24 hours of which must be consecutive.

B-171 as amended by convention: Diocesan Policy on Serving Alcohol
Submitted by Episcopal Recovery Ministries

BE IT RESOLVED that this 171st Convention of the Episcopal Diocese of Missouri adopt the following policy on serving alcoholic beverages at church functions and that this policy remain in effect until changed at a subsequent Diocesan Convention:

Diocese of Missouri Policy on Alcohol at Church Functions

This policy applies to all groups hosting events on church premises.
1. All applicable federal, state, and local laws are to be obeyed. Under no circumstances may minors consume, sell, or distribute alcoholic beverages. Distributing alcoholic beverages to those who are intoxicated is prohibited.
2. Alcoholic beverages and food containing alcohol must be clearly labeled as such.
3. Whenever alcohol is served, non-alcoholic alternatives are always provided with equal attractiveness, accessibility, and quantity. Food is provided whenever alcohol is available.
4. The serving of alcoholic beverages should not be publicized as an attraction of the event.
5. No event will include alcohol without first consulting with and receiving the consent of the priest in charge of the congregation or his/her designee.
6. Responsible adults are to be in control of the serving of alcoholic beverages. Drunkenness is inappropriate and unacceptable at church events.
7. The furnishing of alcoholic beverages is limited to beer and wine.
8. The priest in charge and Vestry/Bishop’s Committee of the congregation are responsible for ensuring that this policy is disseminated and observed.
9. Chemical distribution other than alcohol is clearly controlled under federal, state, and local laws and, as such, is forbidden at any function.
10. Alcoholic beverages stored on church premises are in locked storage, so that they are not accessible to unsupervised minors.
11. Alcoholic beverages are not to be consumed by adults who accompany minors off church property on a parish-related activity.
12. Any outside group or group advertising to the public that hosts an event on church property and serves alcohol is required to obtain an event rider or certificate of insurance naming the church as loss payee and showing limits of liquor liability equal to the church’s general liability.
13. The Episcopal Recovery Ministry shall develop nonbinding guidance for consideration by congregations and the diocese.

C-171: Diocesan Council

BE IT RESOLVED that this 171st Convention of the Episcopal Diocese of Missouri request that the Committee on Constitution & Canons evaluate the desirability of amending Canon III.6 to provide for the election of one lay and one clergy member of Diocesan Council each year for three year terms; and that the said committee report its findings back to the 172nd Convention or, if it so chooses, to submit such an amendment to that Convention for its consideration.

D-171:Health & Dental Insurance

BE IT RESOLVED that this 171st Convention of the Episcopal Diocese of Missouri encourages Diocesan Council in 2011 to consider how to assist congregations who pay their full assessment to the Diocese of Missouri with the costs of providing health and dental insurance to the active clergy and their families, including but not limited to the possibility of using funds from the Aged and Infirm Clergy Fund.

E-171: Amendments to Title V: Ecclesiastical Discipline
Submitted on behalf of the Committee on Constitution and Canons

BE IT RESOLVED that, effective July 1, 2011, this 171st Convention of the Episcopal Church in the Diocese of Missouri amend Title V of the Canons of the Episcopal Church in the Diocese of Missouri:
A. by amending Canon V.5 in its entirety to read as follows:

CANON V.5 Title IV of General Canons. Those provisions of Title IV of the Canons of the National Church which are applicable to this Diocese are hereby incorporated as part of this Title. To the extent, if any, that any of the provisions of this Title are in conflict or inconsistent with the provisions of Title IV of the Canons of the National Church, the provisions of Title IV of the Canons of the National Church shall govern.

; and
B. by adding a new Canons V.6, V.7 and V.8 as follows:

CANON V.6 Discipline Structure.

Section 1. Disciplinary Board. The Board shall consist of not less than seven persons, four (4) of whom are members of the Clergy and three (3) of whom are Laity.
Sec. 2. Clergy Members. The Clergy members of the Board must be canonically and geographically resident within the Diocese.
Sec. 3. Lay Members. The lay members of the Board shall be Adult Communicants in Good Standing, and geographically resident in the Diocese.
Sec. 4. Election. The members of the Board shall be elected by the Convention. Each member shall be elected for a three (3)-year term; except, if a member is elected to fill a vacancy, the term of such member shall be the unexpired term of the member being replaced. The term of the member shall commence on the first (1st) day of the year following election. The terms of office of the Board shall be staggered and arranged into three classes.
Sec. 5. Vacancies. Until such time as a replacement Board member is duly elected pursuant to Canon V.6.4, vacancies on the Board shall be filled as follows:
(a) Upon the determination that a vacancy exists, the President of the Board shall notify the Bishop of the vacancy and request appointment of a replacement member of the same order as the member to be replaced.
(b) The Bishop shall appoint a replacement Board member in consultation with the Standing Committee.
(c) Persons appointed to fill vacancies on the Board shall meet the same eligibility requirements as apply to elected Board members.
(d) With respect to a vacancy created for any reason other than pursuant to a challenge as provided below, the term of any person appointed as a replacement Board member shall be until the next annual Convention. With respect to a vacancy resulting from a challenge, the replacement Board member shall serve only for the proceedings for which the elected Board member is not serving as a result of the challenge.
Sec. 6. Preserving Impartiality. In any proceeding under this Title, if any member of a Conference Panel or Hearing Panel of the Board shall become aware of a personal conflict of interest or undue bias, that member shall immediately notify the President of the Board and request a replacement member of the Panel. Respondent’s Counsel and the Church Attorney shall have the right to challenge any member of a Panel for conflict of interest or undue bias by motion to the Panel for disqualification of the challenged member. The members of the Panel not the subjects of the challenge shall promptly consider the motion and determine whether the challenged Panel member shall be disqualified from participating in that proceeding.
Sec. 7. President. Within sixty (60) days following the annual Convention, the Board shall convene to elect a President to serve for the following calendar year. The Bishop shall establish the time and place for such meeting within such sixty (60) day period by written notice to the members of the Board. Such meeting shall be held within the geographic boundaries of this Diocese.
Sec. 8. Intake Officer. The Intake Officer shall be appointed from time to time by the Bishop after consultation with the Board. The Bishop may appoint one or more Intake Officers according to the needs of the Diocese. The Bishop shall publish the name(s) and contact information of the Intake Officer(s) throughout the Diocese.
Sec. 9. Investigator. The Bishop shall appoint an Investigator in consultation with the President of the Board. The Investigator may, but need not, be a Member of the Church.
Sec. 10. Church Attorney. Within sixty (60) days following each annual Convention, the Standing Committee shall appoint an attorney to serve as Church Attorney to serve for the following calendar year. The person so selected must be a Member of the Church and a duly licensed attorney, but need not reside within the Diocese.
Sec. 11. Pastoral Response Coordinator. The Bishop may appoint a Pastoral Response Coordinator, to serve at the will of the Bishop in coordinating the delivery of appropriate pastoral responses provided for in Title IV.8 of the General Canons and this Title. The Pastoral Response Coordinator may be the Intake Officer, but shall not be a person serving in any other appointed or elected capacity under this Title.
Sec. 12. Advisors. In each proceeding under this Title, the Bishop shall appoint an Advisor for the Complainant and an Advisor for the Respondent. Persons serving as Advisors shall hold no other appointed or elected position provided for under this Title, and shall not include chancellors or vice chancellors of this Diocese or any person likely to be called as a witness in the proceeding.
Sec. 13. Clerk. The Board shall appoint a Board Clerk to assist the Board with records management and administrative support. The Clerk may be a member of the Board.


CANON V.7 Costs and Expenses.
Section 1. Costs Incurred by the Church. The reasonable costs and expenses of the Board, the Intake Officer, the Investigator, the Church Attorney, the Board Clerk and the Pastoral Response Coordinator shall be the obligation of the Diocese, subject to budgetary constraints as may be established by the Diocesan Council.
Sec. 2. Costs Incurred by the Respondent. In the event of a final Order dismissing the complaint, or by provisions of a Covenant approved by the Bishop, the reasonable defense fees and costs incurred by the Respondent may be paid or reimbursed by the Diocese, subject to budgetary constraints as may be established by the Diocesan Council.


CANON V.8 Records.


Section 1. Records of Proceedings. Records of active proceedings before the Board, including the period of any pending appeal, shall be preserved and maintained in the custody of the Clerk, if there be one, otherwise by the Office of the Bishop.
Sec. 2. Permanent Records. The Bishop shall make provision for the permanent storage of records of all proceedings under this Title at the Office of the Bishop and the Archives of the National Church, as prescribed in Title IV of the Canons of the National Church.

F-171: Adjusted Term Limits for Wardens

BE IT RESOLVED that this 171st Convention of the Episcopal Church in the Diocese of Missouri amend Section 6 of Canon IV.5A of the Canons of the Episcopal Church in the Diocese of Missouri its entirety to read as follows:

SEC. 6. The Rector shall appoint annually from the Vestry a Senior Warden, and the Vestry shall elect from its members a Junior Warden, both of whom shall be canonically qualified for office. The terms of the Senior Warden and Junior Warden shall be one year each. No person who has served three consecutive one-year terms as Senior Warden or Junior Warden shall be eligible for further service in such capacity until the expiration of one year; provided that, if warranted by extraordinary circumstances and at the special request of the Rector and Vestry (or if the Parish is without a Rector, at the special request of the Vestry), and subject to compliance with Section 2 of this Canon IV.5A, a Senior Warden or a Junior Warden may at the completion of his or her respective third consecutive one-year term as Senior Warden or Junior Warden be reappointed (in the case of the Senior Warden) or re-elected (in the case of the Junior Warden) to the office of Senior Warden or Junior Warden, as the case may be, for one additional year. The Rector may at any time commit the appointment of the Senior Warden to the Vestry. If the Parish be without a Rector, the Vestry shall elect from its members a Senior Warden. In the absence or illness of the Rector, or during a vacancy in the Rectorship (except to the extent such power has been delegated to an Interim Pastor or Priest-in-Charge by written employment agreement) the Senior Warden shall preside at meetings of the Vestry and of the Parish. In the absence of the Senior Warden, or in case of his or her inability or failure to act, the Junior Warden shall be the presiding officer. If there be no Wardens present, the Vestry or Parish shall elect a person to preside at its meeting.

 

G-171 - Family Leave - Submitted by the Diocesan Resolutions Committee


BE IT RESOLVED that this 171st Convention of the Episcopal Diocese of Missouri strongly encourages the Diocesan Council to develop a model Family Leave Policy for congregations, to be presented for consideration at the 172nd Convention, taking into consideration Resolution L-170 previously passed by this convention.

Resolution B-170 - 80-Cent Solution for Mission Work - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair

1. BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri commend the 80- Cent Solution For World Mission" effort to promote grass roots support for missionaries from The Episcopal Church serving around the world;
2. BE IT FURTHER RESOLVED that this convention invites contributions of eighty cents per year for each year of the forthcoming triennium, from all baptized members of this Church, who are also thereby members of the Domestic and Foreign Missionary Society, with a goal of doubling missionaries of The Episcopal Church; and
3. BE IT FURTHER RESOLVED that this convention encourage each congregation to inform its members of this movement and encourage participation.

Resolution C-170 - Anglican Covenant - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair - substitute resolution submitted by the Rev. Dr. Peter Van Horne

1. BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri encourage our congregations to consider the current and any future draft of the Anglican Covenant as a document to inform their understanding of, and commitment to, our common life in the Anglican Communion; and

2. BE IT FURTHER RESOLVED that the congregations report on their work to the Diocesan Council and to the Executive Council of the Episcopal Church before the convening of the 77th General Convention of the Episcopal Church in 2012.

Resolution D-170 - Accommodation for those with Disabilities - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair

BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri encourages congregations in the diocese to make reasonable accommodations necessary for the full participation of staff members or volunteers with disabilities who attend conferences or meetings on behalf of the Church.

Resolution E-170 - Evangelists - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair

1. BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri affirms the Church's teaching that all Christians are called to bear witness to Christ wherever they may be and to proclaim by word and example the Good News of God in Christ, and that this Convention equally affirms with St. Paul that Christ has given to the Church evangelists to build up the Body of Christ;

2. BE IT FURTHER RESOLVED that the Commission on Ministry or other appropriate bodies, identify and call forth evangelists, and ensure that there are adequate training programs and materials available for evangelism, including web-based resources, appropriate to the demographic, cultural, and theological diversities of their geographic area in compliance with General Convention Resolution 2009-A065; and

3. BE IT FURTHER RESOLVED that this Convention encourages the Commission on Ministry to provide information on local programs utilized for the identification and development of evangelists to the Center for Evangelism and Congregational Life.

 

Resolution F-170 - Care for Veterans - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair

BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri commend General Convention Resolution 2009-C051 to clergy, members, congregations, and agencies of the Diocese of Missouri:
Resolved, the House of Deputies concurring, that the 76th General Convention encourage its clergy, members, congregations and agencies to:

A. Educate themselves about the health-care and economic needs of our nation's military personnel and veterans who have been wounded, physically or emotionally, in the current wars in Afghanistan, Iraq, or in other wars, past or future.
B. Call on our nation's Department of Veteran Affairs Medical System and the US Government to continue to give the best possible care to our veterans, and to shorten the time required for our soldiers to receive approval for medical care and other benefits, which they have earned through their military service.
C. Take direct action to improve the lives of wounded soldiers in their communities and, when asked, to advocate on their behalf with government agencies.

D. Seek to build caring pastoral relationships with wounded soldiers in their families, congregations, communities, or local hospitals.
E. Encourage the establishment of an Episcopal Veterans Fellowship for each diocese.

F. Encourage local congregations to establish an annual healing service for wounded military personnel, veterans and others.

Resolution G-170 - Recommit to the Millennium Development Goals - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair

1. BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri commends the leadership of The Episcopal Church and especially of this Diocese for working towards the meeting of the Millennium Development Goals (MDGs) as an expression of our faithfulness to God's mission of global reconciliation;

2. BE IT FURTHER RESOLVED that this Convention extend its appreciation to the individuals and congregations who, in response to General Convention Resolutions 2003-D066 and 2006-D022, have contributed 0.7% of their annual budgets to international development programs as a sign of our participation in the MDGs;

3. BE IT FURTHER RESOLVED that the Convention reaffirm its commitment to the Millennium Development Goals as a primary mission priority through 2015;

4. BE IT FURTHER RESOLVED that the Convention strongly urges the Diocesan Council and all congregations to include in their 2011-2013 budgets a line item of no less than 1% of the annual budget to support the Millennium Development Goals; Increasing from 0.7% to 1% will be a visible and prophetic act of leadership in fighting global poverty; and

5. BE IT FURTHER RESOLVED that the Convention strongly urges all individuals to dedicate no less than 1% of their annual income to supporting the Millennium Development Goals.

Resolution H-170 - Health Ministries Task Force - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair - as amended

1. BE IT RESOLVED that this 170th Convention of the Diocese of Missouri believes that as disciples of Jesus the Healer and Reconciler we are called individually and corporately to engage in ministries of justice and compassion;

2. BE IT FURTHER RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri urges the congregations of this diocese which have not already done so, to explore and implement health ministry as an organizing concept or vital component of outreach and pastoral care by 2012;

3. BE IT FURTHER RESOLVED that this convention encourages congregations to raise awareness of health ministries and promote the understanding that health includes body, mind, and spirit; and

4. BE IT FURTHER RESOLVED that this convention urges the Bishop of Missouri to appoint a Health Ministries Task Force to provide resources for health ministry in the various congregations. The work of the task force shall be completed by the 171st Diocesan Convention.

Resolution I-170 - Life-Long Learning - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair


1. BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri formulate a strategy for Lifelong Christian Formation, taking into consideration the guidance provided in General Convention Resolution 2009-A083; and

2. BE IT FURTHER RESOLVED that the Bishop of Missouri appoint persons to design, develop, and implement such strategies for this diocese and that such persons report on their work to the 171st Convention of the Episcopal Diocese of Missouri.

Resolution J-170 - World Mission - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair


1. BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri commend, endorse, and embrace the Presiding Bishop's statement (July 8, 2009) that "the heartbeat of the Church is mission"; and

2. BE IT FURTHER RESOLVED that as a sign of our commitment to Christ's mission, this Convention challenges congregations to participate in one new or ongoing project that engages in a relationship with another part of the Body of Christ in the world.

 

 

 

Resolution K-170 - Prison Ministry - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair - as amended

BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri urges congregations to consider ways to minister to God's children behind bars, those returning to the community, and their families and victims.

Resolution L-170 - Family Leave - submitted by Missouri Deputation to the General Convention, the Very Rev. Ronald Clingenpeel, Chair - as amended

1. BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri recognizes the importance of family in the life of clergy and laity employed by the Church; and

2. BE IT FURTHER RESOLVED that this Convention urges all congregations to establish policies for employee family leave equally for parents--clergy and laity--both in cases of birth, adoption, and care of immediate family members consistent with local employment laws and generous industry standards.

3. BE IT FURTHER RESOLVED that the Resolutions Committee and other interested parties craft a resolution to be presented to the 171st Diocesan Convention that takes into consideration the language sent to General Convention by this body from our 160th Diocesan Convention in 1999.

The language of that resolution includes the following:

"Any cleric or lay employee who has been employed by the Church for one full year and is the designated primary child care parent, is entitled to leave for the birth or adoption of a child for a minimum of eight weeks with pay. Up to eight additional weeks may be taken without pay. The employee may elect to use vacation leave or sick leave during this latter period. Any cleric or lay employee who has been employed for one full year and is the non-primary care parent is entitled to leave for the birth or adoption of a child for a minimum of two weeks with pay and up to ten additional weeks without pay. Any clergy or lay employee not employed by the church for one full year is entitled to the same number of weeks of leave. Pay during this period is negotiated between the employer and employee."

Resolution M-170 - Diocesan Youth Missioner - as amended

1. BE IT RESOLVED that this 170th Convention of the Episcopal Diocese of Missouri reaffirms its commitment to Youth Ministry as a vital mission of this diocese;

2. BE IT FURTHER RESOLVED that this convention encourages the Bishop of Missouri to appoint a Diocesan Youth Missioner on or before May 1, 2010, for a one-year term; and

3. BE IT FURTHER RESOLVED that the Diocesan Youth Missioner be tasked with revitalizing the Diocesan Youth Commission and building a sustainable network of mutual support and creative collaboration for youth ministry in the Diocese of Missouri.

Resolution N-170 - Accessible Library of Previously Passed Resolutions - submitted on behalf of Metro III Convocation

1. BE IT RESOLVED that this 170 Convention of the Diocese of Missouri request that the office of the Diocese develop a library of Resolutions that have been passed at the Diocese of Missouri Conventions over the previous five (5) years, which includes title and sub-resolution(s) for each;

2. BE IT FURTHER RESOLVED that the "library" be in electronic form, reside on the Diocesan website; and

3. BE IT FURTHER RESOLVED that this "library" be updated within two (2) months from the close of each Diocesan annual meeting of Convention.

Resolution O-170 - submitted by Mr. Harold R. Burroughs, Chancellor

RESOLVED that in accordance with General Convention Resolution D065 congregations in the Diocese of Missouri consider including on their vestries or bishop's committees a seat for youth ages sixteen to eighteen with voice and with vote except as prohibited by civil law; and

BE IT FURTHER RESOLVED that this 170th Convention of the Episcopal Church in the Diocese of Missouri (the "Diocese"), acknowledging that eighteen year olds are already so qualified, direct the Committee on Constitution and Canons to present to the 171st Convention of the Diocese appropriate amendments to the Canons of the Diocese to permit otherwise qualified youth ages sixteen and seventeen to stand for election as members of vestries and bishop's committees for at least one seat.

RESOLUTIONS APPROVED BY THE 169TH CONVENTION

Resolution A-169 Minimum Clergy Compensation, Submitted on behalf of the Diocesan Council


1. BE IT RESOLVED that this 169th Convention of the Episcopal Diocese of Missouri set the annual standard base compensation for full-tune clergy in 2009 as follows:
CASH SALARY $38,585
HOUSING ALLOWANCE $13,900
[The actual compensation should be determined by Resolution of the Vestry/Bishop’s Committee, in consultation with the clergy.]
2. BE IT FURTHER RESOLVED that the Church Pension Fund assessment will be paid by the congregation;
3. BE IT FURTHER RESOLVED that $50,000 group life will be paid by the congregation;
4. BE IT FURTHER RESOLVED that medical coverage for clergy and eligible dependents, will be paid by the congregation;
5. BE IT FURTHER RESOLVED that a standard of ten days per calendar year and $500 will be provided for continuing education;

Resolution B-169: Assessment Calculation, Submitted by Metro III


BE IT RESOLVED that this 169th Convention of the Diocese of Missouri clarifies that the Diocesan Assessment Formula for the upcoming calendar year is based on the Net Disposable Income (NDI) from the previously completed calendar year. For example, a congregation calculating its assessment in 2008 for calendar year 2009, should base its calculation on its NDI from 2007.

Resolution C-169: Relationship with Diocese of Lui, Submitted by the Vestry of the Church of the Advent, Crestwood


BE IT RESOLVED that this 169th Convention of the Diocese of Missouri affirms its commitment to work toward the inclusion of all the baptized, including gay, lesbian, bisexual and transgendered people, in the whole sacramental life of the Episcopal Church. We also affirm our commitment to strengthening relationships among the Churches of the Anglican Communion, and therefore, despite the sometimes painful differences with Archbishop Daniel of Sudan in our understandings of the Gospel of Jesus Christ, resolve to renew and strengthen our relationship with the Diocese of Lui so that each may come to a better understanding of the other.

Resolved, that the 76th General Convention of The Episcopal Church rejects the interpretation of that resolution made by the House of Bishops at its meeting in September 2007.

Resolved, that the term “sexual orientation” in Tide III, Canon 1, Section 2, shall protect all persons from denial of access to the discernment process for any ministry, lay or ordained, in this Church solely on the basis of being in such a relationship.

Resolution F-169: Liturgies for Blessing

BE IT RESOLVED that this 169th Convention of the Diocese of Missouri submits the following resolution for consideration by the 76th General Convention of The Episcopal Church:
Resolved, that the Standing Commission on Liturgy and Music be charged with development of liturgies of blessing for same-gender commitments to be presented to the next triennial General Convention in 2012 for inclusion in “Book of Occasional Services”; and. be it further
Resolved, that in the meantime the Ecclesiastical Authority of each diocese may authorize for use in the diocese liturgies for blessing same-gender committed relationships of enduring love, mutuality, and fidelity; and be it further
Resolved, that, with respect to such blessings, no bishop or clergy of this Church or any other person acting on behalf of this Church shall be required or expected to perform an act contrary to a deeply-held position of conscience.

Second reading of Resolution 168-G: Judge Hamilton introduced Resolution 168 G for second reading in order to give the second of two necessary approvals. The text is as follows:
Resolution 168-G Episcopal Campus Ministries: Representation at Convention
SUBMITTED: The Rev. Andrew Benko


RESOLVED, That this 168th Convention of the Diocese of Missouri amend Article III.3 of the Constitution of the Episcopal Church in the Diocese of Missouri by the addition of the following as a new Section 13 thereof:
SEC. 13. Each campus ministry of this Diocese with a full-time chaplain and each other campus ministry of the Diocese recognized by the Bishop and Standing Committee shall be entitled to be represented in Convention by one representative who shall have seat, voice and vote in Convention. Each such representative shall be appointed on an annual basis by the Bishop after consultation with the Bishop’s clergy presence in that community of faith.
There was no discussion. The vote in the clergy order was unanimously in favor of approving the resolution. The vote in the lay order was unanimously in favor of the resolution, and the canon change was adopted.
Second Reading of Resolution H-168. Judge Hamilton introduced Resolution 168 H regarding designation of the time and place of Convention. This is the second of two readings in order to give the second of two necessary approvals. The text is as follows:
Resolved that Article III.1 of the Constitution of the Episcopal Church in the Diocese of Missouri be amended in its entirety to read as follows:
Article III.1 Annual Meeting of Convention
The Convention of the Church in this Diocese shall assemble annually. The 169th annual meeting of Convention shall designate the time and place for the 170th and 171st annual meetings of Convention. The 170th annual meeting of Convention and each annual meeting of Convention thereafter shall designate the time and place for the second succeeding annual meeting of Convention. The Ecclesiastical Authority of the Diocese may, however, change the time or place, or both, upon at least ten days’ notice to the Senior Warden of every Parish, the Bishop’s Warden of every Mission and every Clerical Member of Convention.
There was no discussion. The vote in the clergy order was unanimously in favor of approving the resolution. The vote in the lay order was unanimously in favor of the resolution, and the canon change was adopted.

Resolution G-169: Canon on Campus Ministries and Chaplains. Judge Hamilton

reported that the Committee on Constitution and Canons modified the original proposal, and that a revised copy was circulated to delegates at registration. Judge Hamilton also reported that the Committee has additional amendments and, without objection, they were approved. The first such amended Section 7 by deleting “lead the Campus Ministry” and replacing those words with “assist the Chaplain with”. The second such amendment corrected a typographical error in Section 8 by changing the word “by” to “be.” The third amendment replaces Section 13 in its entirety with the text, “Each Campus Ministry shall be subject to an Annual Diocesan Assessment in such an amount as may be established from time to time by the Diocesan Council in consultation with the Advisory Committee of such Campus Ministry.” The amended text submitted by the Committee is as follows:
RESOLVED, That this 169th Convention of the Diocese of Missouri amend the Canons of the Episcopal Church in the Diocese of Missouri by adding a new Canon IV. 19 which shall read as follows:


CANON IV. 19 Campus Ministries and Chaplains
SECTION. 1. At any university or college in the Diocese, the Diocese may establish a campus ministry (a “Campus Ministry”). A Campus Ministry may be established only by the Bishop, acting with the advice and consent of Standing Committee. The Bishop shall appoint a Chaplain and may also appoint lay workers to support the Campus Ministry. Chaplains and other lay workers function on behalf of and under the authority and direction of the Bishop. The Bishop shall select a name for the Campus Ministry.
SEC. 2. For the benefit of each Campus Ministry and the care of the properties that may be erected and used for its activities, and for consultation with the Chaplain, the Bishop shall, with the Chaplain’s advice, appoint an Advisory Committee for such Campus Ministry. The Bishop shall determine the size of the Advisory Committee of the Campus Ministry until the Campus Ministry adopts bylaws. Representation on the Advisory Committees may include full-time students of the related university or college, members of the faculty and staff of the related university or college, as well as non-student Communicants of the Campus Ministry, representatives from Congregations of the Diocese, and such other persons as the Bishop may determine.
SEC. 3. Each Chaplain, with the Bishop’s consent, shall appoint from the members of the applicable Advisory Committee a Warden, a Secretary and a Treasurer, and such other officers as the Chaplain deems necessary, each of whom shall be a confirmed Communicant in good standing at the Campus Ministry and at least eighteen years of age. The Campus Ministry’s members shall then promptly hold a special meeting to adopt bylaws. These bylaws shall provide for the election of an Advisory Committee consisting of no fewer than three nor more than thirteen members, one of whom shall be the Warden. The terms of the Advisory Committee shall be one-year terms. The members of the Advisory Committee shall continue in office until the Campus Ministry’s next annual meeting. Committee members may stand for re-election.
SEC. 4. At such time of each year as may be set forth in the bylaws of the Campus Ministry, every Campus Ministry shall hold its annual meeting to elect successors to any members of the Advisory Committee and to transact any other business properly brought before the meeting. The Chaplain, or if there be no Chaplain, the Warden, shall preside at the meeting. The polls shall be kept open for at least one-half hour. In the case of a contested election, voting shall be by secret ballot. Every elector of the Campus Ministry who is present shall be entitled to vote; no proxies shall be permitted. A preferential ballot may be used if so specified in the notice provided for below. Whatever election procedures and methods of voting are employed must be fair and democratic.
Notice of the annual meeting shall be given as set forth in the bbylaws of the Campus Ministry. The notice shall specify the method of voting and the time and place of the meeting. The right of challenge shall be admitted; the Secretary of the Campus Ministry meeting shall make record of any challenge and its cause. Reference may be made to the Bishop, whose decision shall be final.
SEC. 5. All property occupied or used by a Campus Ministry shall be owned by (or, in the case of rented property, leased to) the Corporation of the Episcopal Diocese of Missouri, which shall hold such property for the benefit of the Campus Ministry. The Advisory Committee shall act as agent of the Corporation of the Episcopal Diocese of Missouri to take charge of and care for all such property in conformity with good business practices and such regulations as the university or college may require. The Campus Ministry may not incur any indebtedness or obligation nor make any expenditures without the prior express written approval of both the Bishop and the Corporation of the Episcopal Diocese of Missouri, who may prescribe property limits for such expenditures.
SEC. 6. All funds of a Campus Ministry, except for checking account and insured certificates of deposit in financial institutions approved by the Bishop and amounting to no more than $7,500, shall be registered in the name of the Corporation of the Episcopal Diocese of Missouri.
SEC. 7. The Advisory Committee shall assist the Chaplain with the proclamation of the Gospel, provide for the public worship, nurture persons of all ages, alleviate human suffering, and promote justice. The Advisory Committee, with the Bishop’s approval, shall determine the duties of the Warden, Secretary, and Treasurer. The Chaplain or, in the Chaplain’s absence, the Warden, shall preside at meetings of the Advisory Committee.
SEC. 8. The Advisory Committee shall determine the time and place of its regular meetings. The Chaplain may call a special meeting. The Bishop or one third of the members of the Advisory Committee may call a special meeting by written notice, delivered to the Chaplain or, if there be no Chaplain, the Warden.
SEC. 9. Salaries for the Chaplains, together with any related obligations to the Church Pension Fund and other employment related expenses for the Chaplains, shall be provided by the Diocesan Council in the operating budget of the Diocese. Each Advisory Committee may provide funds for programming at its Campus Ministry. Each Advisory Committee shall submit a proposed annual budget to the Diocesan Council indicating the Campus Ministry’s request for Diocesan funds necessary for the Campus Ministry to carry out a proper and effective ministry (exclusive of salary and benefits for the Chaplain).
SEC. 10. Each Chaplain or, whenever a Campus Ministry be without a Chaplain, the Warden, shall keep a Register. The Advisory Committee may appoint some other person for that purpose.
SEC. 11. The Register shall include a list of Communicants and shall also contain a record of: the name and date of birth of all persons baptized, with the names of their parents and sponsors; the names of all persons married, their witnesses and the place where each marriage was solemnized; and the names, ages and dates of death of all persons buried. The date when each rite was performed shall also be recorded. Entries shall be made by the Chaplain and shall be preserved as a part of the records of the Campus Ministry. The Chaplain’s annual report shall set out the additions, removals and deaths since the last report. The Chaplain shall also keep a list of persons who have been confirmed. Communicants may be transferred to or received from another congregation in the manner prescribed by Canon IV. 1.2 and the applicable Canons of the General Convention. Each Chaplain shall endeavor to transfer any Communicant permanently departing from the college or university community to another congregation in accordance with the applicable Canons of the General Convention.
SEC. 12. In accordance with the applicable Canons of the General Convention, the Advisory Committee shall make a full annual report of its proceedings and submit a statement of the financial condition of the Campus Ministry.
SEC. 13. Each Campus Ministry shall be subject to an Annual Diocesan Assessment in such an amount as may be established from time to time by the Diocesan Council in consultation with the Advisory Committee of such Campus Ministry.
SEC. 14. The Bishop, in his annual address, shall report to Convention concerning Campus Ministries organized since the last meeting of Convention.
And by amending SECTIONS 1 and 2 of Canon IV.6 of the Canons of the Episcopal Church in the Diocese of Missouri in their entirety to read as follows:
SECTION. 1. Every Parish shall be a Missouri non profit corporation. Every Mission and every Campus Ministry shall be an unincorporated part of the Diocese. Each Vestry shall adopt articles of incorporation and bylaws, which shall include provisions for the government of its Parish and the management and disposal of Parish property. Each Bishop’s Committee shall adopt bylaws for its Mission. Each Advisory Committee shall adopt bylaws for its Campus Ministry. The articles of incorporation of every Parish and the bylaws of every Mission and every Campus Ministry shall contain the provisions set out in Section 5 of Canon IV.4, except that in the case of a Mission or a Campus Ministry, the word(s) “Mission” or “Campus Ministry,” as the case may be, shall be substituted for the word “Parish”. Articles of incorporation, bylaws, and all amendments thereto shall become effective by following the procedures set out in Sections 2 and 3 below.
SEC. 2. Upon adoption of articles of incorporation, bylaws or amendments thereto, the Vestry, Bishop’s Committee or Advisory Committee, as the case may be, shall submit the proposed articles, bylaws or amendments to the Secretary of the Standing Committee for its preliminary review and comment (and for that of the Chancellor or designated Vice-Chancellor). After receiving and acting upon any such comment, the Vestry, Bishop’s Committee, or Advisory Committee shall as appropriate submit the articles, bylaws or amendments for approval at the annual Parish, Mission or Campus Ministry meeting or at a special Parish, Mission or Campus Ministry meeting called for that purpose.
Because of a concern as to how the members of the Advisory Committee should rotate membership, Father Benko moved to amend Section 3 by deleting the words “be one year terms” and replacing them with the words “as as stipulated in the bylaws.” The amendment was approved unanimously, and the amended resolution was approved unanimously.
Following is the text of the amended resolution:
CANON IV. 19 Campus Ministries and Chaplains
SEC. 1. At any university or college in the Diocese, the Diocese may establish a campus ministry (a “Campus Ministry”). A Campus Ministry may be established only by the Bishop, acting with the advice and consent of Standing Committee. The Bishop shall appoint a Chaplain and may also appoint lay workers to support the Campus Ministry. Chaplains and other lay workers function on behalf of and under the authority and direction of the Bishop. The Bishop shall select a name for the Campus Ministry.
SEC. 2. For the benefit of each Campus Ministry and the care of the properties that may be erected and used for its activities, and for consultation with the Chaplain, the Bishop shall, with the Chaplain’s advice, appoint an Advisory Committee for such Campus Ministry. The Bishop shall determine the size of the Advisory Committee of the Campus Ministry until the Campus Ministry adopts bylaws. Representation on the Advisory Committees may include full-time students of the related university or college, members of the faculty and staff of the related university or college, as well as non-student Communicants of the Campus Ministry, representatives from Congregations of the Diocese, and such other persons as the Bishop may determine.
SEC. 3. Each Chaplain, with the Bishop’s consent, shall appoint from the members of the applicable Advisory Committee a Warden, a Secretary and a Treasurer, and such other officers as the Chaplain deems necessary, each of whom shall be a confirmed Communicant in good standing at the Campus Ministry and at least eighteen years of age. The Campus Ministry’s members shall then promptly hold a special meeting to adopt bylaws. These bylaws shall provide for the election of an Advisory Committee consisting of no fewer than three nor more than thirteen members, one of whom shall be the Warden. The terms of the Advisory Committee shall be as stipulated in the bylaws. The members of the Advisory Committee shall continue in office until the Campus Ministry’s next annual meeting. Committee members may stand for re-election.
SEC. 4. At such time of each year as may be set forth in the bylaws of the Campus Ministry, every Campus Ministry shall hold its annual meeting to elect successors to any members of the Advisory Committee and to transact any other business properly brought before the meeting. The Chaplain, or if there be no Chaplain, the Warden, shall preside at the meeting. The polls shall be kept open for at least one-half hour. In the case of a contested election, voting shall be by secret ballot. Every elector of the Campus Ministry who is present shall be entitled to vote; no proxies shall be permitted. A preferential ballot may be used if so specified in the notice provided for below. Whatever election procedures and methods of voting are employed must be fair and democratic.
Notice of the annual meeting shall be given as set forth in the bylaws of the Campus Ministry. The notice shall specify the method of voting and the time and place of the meeting. The right of challenge shall be admitted; the Secretary of the Campus Ministry meeting shall make record of any challenge and its cause. Reference may be made to the Bishop, whose decision shall be final.
SEC. 5. All property occupied or used by a Campus Ministry shall be owned by (or, in the case of rented property, leased to) the Corporation of the Episcopal Diocese of Missouri, which shall hold such property for the benefit of the Campus Ministry. The Advisory Committee shall act as agent of the Corporation of the Episcopal Diocese of Missouri to take charge of and care for all such property in conformity with good business practices and such regulations as the university or college may require. The Campus Ministry may not incur any indebtedness or obligation nor make any expenditures without the prior express written approval of both the Bishop and the Corporation of the Episcopal Diocese of Missouri, who may prescribe property limits for such expenditures.
SEC. 6. All funds of a Campus Ministry, except for checking account and insured certificates of deposit in financial institutions approved by the Bishop and amounting to no more than $7,500, shall be registered in the name of the Corporation of the Episcopal Diocese of Missouri.
SEC. 7. The Advisory Committee shall assist the Chaplain with the proclamation of the Gospel, provide for the public worship, nurture persons of all ages, alleviate human suffering, and promote justice. The Advisory Committee, with the Bishop’s approval, shall determine the duties of the Warden, Secretary, and Treasurer. The Chaplain or, in the Chaplain’s absence, the Warden, shall preside at meetings of the Advisory Committee.
SEC. 8. The Advisory Committee shall determine the time and place of its regular meetings. The Chaplain may call a special meeting. The Bishop or one third of the members of the Advisory Committee may call a special meeting by written notice, delivered to the Chaplain or, if there be no Chaplain, the Warden.
SEC. 9. Salaries for the Chaplains, together with any related obligations to the Church Pension Fund and other employment related expenses for the Chaplains, shall be provided by the Diocesan Council in the operating budget of the Diocese. Each Advisory Committee may provide funds for programming at its Campus Ministry. Each Advisory Committee shall submit a proposed annual budget to the Diocesan Council indicating the Campus Ministry’s request for Diocesan funds necessary for the Campus Ministry to carry out a proper and effective ministry (exclusive of salary and benefits for the Chaplain).
SEC. 10. Each Chaplain or, whenever a Campus Ministry be without a Chaplain, the Warden, shall keep a Register. The Advisory Committee may appoint some other person for that purpose.
SEC. 11. The Register shall include a list of Communicants and shall also contain a record of: the name and date of birth of all persons baptized, with the names of their parents and sponsors; the names of all persons married, their witnesses and the place where each marriage was solemnized; and the names, ages and dates of death of all persons buried. The date when each rite was performed shall also be recorded. Entries shall be made by the Chaplain and shall be preserved as a part of the records of the Campus Ministry. The Chaplain’s annual report shall set out the additions, removals and deaths since the last report. The Chaplain shall also keep a list of persons who have been confirmed. Communicants may be transferred to or received from another congregation in the manner prescribed by Canon IV. 1.2 and the applicable Canons of the General Convention. Each Chaplain shall endeavor to transfer any Communicant permanently departing from the college or university community to another congregation in accordance with the applicable Canons of the General Convention.
SEC. 12. In accordance with the applicable Canons of the General Convention, the Advisory Committee shall make a full annual report of its proceedings and submit a statement of the financial condition of the Campus Ministry.
SEC. 13. Each Campus Ministry shall be subject to an Annual Diocesan Assessment in such an amount as may be established from time to time by the Diocesan Council in consultation with the Advisory Committee of such Campus Ministry.
SEC. 14. The Bishop, in his annual address, shall report to Convention concerning Campus Ministries organized since the last meeting of Convention.

Resolution A-168 - Minimum Clergy Compensation - submitted on behalf of the Diocesan Council

1. BE IT RESOLVED that this 168th Convention of the Episcopal Diocese of Missouri set the annual standard base compensation for full-time clergy in 2008 as follows:

HOUSING ALLOWANCE $13,365

Resolution B-168 - Call for a Moratorium for the Death Penalty in Missouri - submitted by Episcopal Peace Fellowship, Missouri Diocese Chapter

1. BE IT RESOLVED that this 168th Convention of the Episcopal Diocese of Missouri calls on the governor and our state representatives and the President of the United States and our representatives in Congress to enact and adopt legislation imposing a moratorium on executions at least until this state and the nation implement policies and procedures which:

Insure that death penalty cases are administered fairly and impartially, in accordance with basic due process
Minimize the risk that innocent persons may be executed and
Prevent the execution of persons with mental retardation and persons who are under the age of eighteen at the time of their offense.

2. BE IT FURTHER RESOLVED that copies of this resolution shall be forwarded to the governor and our state representatives and the President of the United States and our representatives in Congress.

Resolution C-168 - Convocation System - submitted by Metro III Convocation

1. BE IT RESOLVED that this 168th Convention of the Diocese of Missouri request the Diocesan Council to conduct a comprehensive review of the current goals and structure of the convocation system and make recommendations to better enhance the goals of communication and information sharing, and to deepen a sense of Christian fellowship among clergy and laity both in the convocations and in the diocese;

2. BE IT FURTHER RESOLVED that the various convocations be requested to participate in this review;

3. BE IT FURTHER RESOLVED that Diocesan Council be requested to consider what human and fiscal resources might be necessary to enable the convocations to best fulfill their assigned functions; and,

4. BE IT FURTHER RESOLVED that the Diocesan Council be requested to report to the 169th Convention of the Diocese of Missouri the results of its review and recommendations regarding these matters.

Resolution D-168 - Disabilities - submitted by the Vestry of St. Mark's/Metro III

1. BE IT RESOLVED that this 168th Convention of the Episcopal Diocese of Missouri affirm Resolution C-030 of General Convention 2000

Resolved, that the 73rd General Convention adopt the "National Council of Churches Policy Statement on Disabilities, the Body of Christ, and the Wholeness of Society"; and be it further Resolved, That every diocese study this document and implement its points in their life.

and encourage a diocesan-wide study of the NCC Policy Statement "Disabilities, the Body of Christ and the Wholeness of Society";

2. BE IT FURTHER RESOLVED that this convention encourages a renewed awareness of the need for full inclusion of people with disabilities;

3. BE IT FURTHER RESOLVED that this convention requests every congregation to study the issue of the full inclusion of people with disabilities, and

4. BE IT FURTHER RESOLVED that diocesan services be held in settings which allow for independent participation by people with visual, hearing and physical disabilities and that diocesan committees should meet in settings which accommodate the needs of disabled committee members.

Resolution G-168 - Episcopal Campus Ministries: Representation at Convention - submitted by the Rev. Andrew Benko (first reading)

Sec. 13. Each campus ministry of this Diocese with a full-time chaplain and each other campus ministry of the Diocese recognized by the Bishop and Standing Committee shall be entitled to be represented in Convention by one representative who shall have seat, voice and vote in Convention. Each such representative shall be appointed on an annual basis by the Bishop after consultation with the Bishop's clergy presence in that community of faith.

Resolution H-168 - Amendment to Article III.1 of the Constitution regarding designation of Convention time and place - submitted by the Committee on the Dispatch of Business (first reading)

RESOLVED that Article IV.1 of the Constitution of the Episcopal Church in the Diocese of Missouri be amended in its entirety to read as follows:

Article III.1 Annual Meeting of Convention

The Convention of the Church in this Diocese shall assemble annually. The 169th annual meeting of Convention shall designate the time and place for the 170th and 171st annual meetings of Convention. The 170th annual meeting of Convention and each annual meeting of Convention thereafter shall designate the time and place for the second succeeding annual meeting of Convention. The Ecclesiastical Authority of the Diocese may, however, change the time or place, or both, upon at least ten days' notice to the Senior Warden of every Parish, the Bishop's Warden of every Mission and every Clerical Member of Convention.

BE IT RESOLVED that this 167th Convention of the Diocese of Missouri strongly affirms our belief in the Creator God, but nevertheless also strongly recommends that "intelligent design" should not be mandated as an official part of the public school science curriculum in the state of Missouri. And be it further

2. RESOLVED that copies of this Resolution be forwarded to our Governor and our General Assembly.

Resolution C-167 - Youth Ministries Initiative - submitted by the Vestry of St. Barnabas' Church, Florissant - amended by Mr. Brad Van Zee, All Saints' Church, Farmington

1. BE IT RESOLVED that this 167th Convention of the Diocese of Missouri express its commitment to youth ministry; and be it further

2. RESOLVED that this 167th Convention of the Diocese of Missouri encourage the Diocesan Youth Commission and the Diocesan Council to work together to establish in the 2008 diocesan budget a "youth ministries initiative" line item of up to $100,000 and be it further

3. RESOLVED that the Diocesan Youth Commission or a special youth ministries initiative task force appointed for this purpose develop criteria for and to award grants from this line item to help congregations who meet the criteria to employ dynamic and dedicated youth ministers or otherwise facilitate youth ministries.

Resolution D-167 - Recovery Sunday - Submitted by Episcopal Recovery Ministries

BE IT RESOLVED that this 167th Convention of the Diocese of Missouri ask the congregations of the Diocese to observe the first Sunday in Lent each year (or the nearest Sunday that the congregation's calendar allows) as Recovery Sunday to recognize the prevalence of addiction and to support awareness and treatment, and continued recovery for addicts and their families.

Resolution E-167 - Amendments to the Diocesan Canons Concerning Diocesan Council Members - Submitted by the Diocesan Council and the Standing Committee

BE IT RESOLVED that this 167th Convention of the Diocese of Missouri amend the Canons of the Diocese of Missouri to wit:

A. Section 5 of Canon III.6 is hereby amended by adding a new sentence at the end of the first sentence thereof which shall read as follows: "The Bishop Coadjutor (if any) shall serve as a member of the Diocesan Council with seat, voice and vote."

B. Section 6 of Canon III.6 is hereby amended in its entirety to read as follows: "The voting members of Diocesan Council shall consist of elected and appointed members. The elected membership of Diocesan Council, for the period ending with the 168th annual meeting of Convention, shall consist of four (4) at-large Lay members elected by Convention and three (3) at-large Clergy members elected by Convention and one (1) Lay and one (1) Clergy member elected by each Convocation. Thereafter, the elected membership of Diocesan Council shall consist of three (3) at-large Lay members and three (3) at-large Clergy members, each elected by Convention, and one (1) Lay and one (1) Clergy member elected by each Convocation. The appointed members shall consist of one (1) Lay and one (1) Clergy member, subject to ratification by the elected members."
C. Section 7 of Canon III.6 is hereby amended in its entirety to read as follows: "Members of Diocesan Council elected by Convention shall serve a three-year term except as set forth in this Section. Three at-large Clergy members shall be elected by the 167th annual meeting of Convention, one of whom will serve a three-year term, one a two-year term and one a one-year term. Commencing with the 168th annual meeting of Convention, one Lay and one Clergy member of Diocesan Council shall be elected at each annual meeting of Convention; provided, however, that the 169th annual meeting of Convention shall elect an additional Lay member of Diocesan Council who shall serve a one-year term. In case of any vacancy, Diocesan Council shall appoint a successor of the same class to serve out the vacating member's unexpired term."

D. Section 11 of Canon III.6 is hereby amended by adding two new sentences at the end thereof which shall read as follows: "Each duly convened meeting of Diocesan Council at which a quorum is present shall be deemed to constitute a meeting of the Trustees of the Corporation of the Episcopal Diocese of Missouri. Any action taken by Diocesan Council at such a meeting with respect to the property or assets of the Corporation of the Episcopal Diocese of Missouri shall be deemed to be the action of the Trustees of the Corporation of the Episcopal Diocese of Missouri."

E. Canon III.7 is hereby amended by deleting the name "The Program Budget" and substituting therefore "The Operating Budget."

F. Section 1 of Canon III.9 is hereby amended by deleting the first sentence thereof in its entirety and substituting therefore the following: "The members of the Diocesan Council, including the Bishop and the Bishop Coadjutor (if any), shall serve as the Trustees of the Corporation of the Episcopal Diocese of Missouri ("COEDMO"), a Missouri non-profit corporation."

G. Section 6 of Canon IV.9 is hereby amended in its entirety to read as follows: "In granting any approval and consent required by this Canon, the Bishop and Standing Committee shall be deemed to have acted on behalf of the Trustees of the Corporation of the Episcopal Diocese of Missouri, under authority delegated by the Diocesan Council."

Discussion:
Carolyn Daniels, Church of the Transfiguration, Lake St. Louis, moved to amend the Resolution by deleting items B and C (part 2 and part 3), and the motion was seconded. Ms. Daniels clarified the amendment by noting this would leave the makeup of Council as it is today and there would not be a 50% split among clergy and laity. Mr. Burroughs said this is a friendly amendment to which the Committee on Constitution and Canons would not object.

The amendment was approved by a majority vote. The discussion returned to the Resolution E-167 as amended. Dr. Tudor noted this is a major change the Diocese has had little time to discuss, and there are issues about which people are concerned. He moved to table the Resolution so it can be studied for a year and at next Convention the Committee could present a proposal. The vote was taken on the motion to table, and the motion failed for lack of the required two-thirds majority. After further discussion the question was called, and Resolution E-167 as amended was approved by a majority vote.

Resolution F-167 - Clarifying the Use of Making All Things New Monies - submitted by Mr. Mike Clark, member of Christ Church Cathedral, St. Louis - amended by the Rev. Beverly Van Horne, Priest in Charge, Trinity Church, De Soto and the Very Rev. Ron Clingenpeel, Dean, Christ Church Cathedral, St. Louis

1. BE IT RESOLVED that this 167th Convention of the Diocese of Missouri asks the Office of the Bishop to generate a report detailing the history of the origin and ‘intent of use' of the monies from the 2000 Diocesan Capital Campaign called "Making All Things New," to include the dates of dissolution of the task forces originally assigned to disburse these monies and the established criteria for disbursement, any recommendations made by these task forces for the future of these accounts, and a record of all actions made on these accounts from the completion of the that campaign to Nov. 11, 2006, to be distributed to the clergy, senior wardens and/or vestries and bishop's committees of each congregation of the Diocese no later than April 1, 2007; and be it further,

2. RESOLVED that this 167th Convention urge the Diocesan Council to adopt a grant application process for the disbursement of these monies.
Rationale: Mr. Clark explained intent of the Resolution which is to gather information about how the funds have been used and to have clarity in the future concerning disbursement of the funds, and to encourage the Diocesan Council to view the money to be used for grants

Further Report of the Committee on Constitution & Canons: Second Reading of Resolutions L-166, M-166, and N-166

Resolution L-166 - Representation at Diocesan Convention

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3, Section 6 of the Constitution of the Episcopal Church in the Diocese of Missouri by deleting the first three sentences thereof and substituting therefore the following text:

Every canonically organized Mission of the Diocese and Parish in union with Convention of this Diocese shall be entitled to be represented in Convention by a minimum of two Lay Delegates. Each Parish and Mission shall be allowed one additional Lay Delegate for every seventy-five persons in Average Sunday Attendance at such Parish or Mission as reported on its annual Parochial Report for the immediately preceding calendar year. Such Parochial Report shall be prepared on the then current form provided by the Secretary of Convention and Average Sunday Attendance shall be calculated in the manner prescribed by such Parochial Report form.

Resolution M-166 - Correcting Amendment to Article III.3, Section 9

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3, Section 9 of the Constitution of the Episcopal Church in the Diocese of Missouri which shall amend said Section 9 in its entirety to read as follows:

"Subject to the limitations set forth in Section 6 above, every Lay Delegate shall have seat, voice and vote in Convention."

Resolution N-166 - Payment of Assessments and Congregational Representations at Convention

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3 of the Constitution of the Episcopal Church in the Diocese of Missouri to as follows:

1. Identify the first four two sentences of Section 6, as amended by Resolution L -166, as subsection "a".

2. Delete the remainder of Section 6 and substitute therefore the following two new subsections "b" and "c" as follows:

b. Subject to the limitations set forth below, every Lay Delegate shall have seat, voice, and vote in Convention. The Lay Delegates from a Congregation shall have no vote until the Secretary shall have been presented with satisfactory evidence as to the amount of assessments that the Lay Delegates' Congregation has paid during the preceding fiscal year for support of the Diocese and for the Church Pension Fund. In the event a Congregation shall not have paid the full amount of such assessments for the previous year, the number of Lay Delegates from such Congregation entitled to vote in Convention shall be reduced in direct proportion to the percentage deficiency in such Congregation's payment of its assessment obligations. The number of Lay Delegates with vote in Convention from such Congregation shall be rounded up to the nearest whole number, with a minimum of one Lay Delegate with vote in Convention for each Parish and canonically organized Mission.

c. Under extraordinary circumstances, the Diocesan Council may recommend to the Convention that all of the Lay Delegates of a Parish or canonically organized Mission have vote, without regard to the limitations set forth in subsection b. above. The Diocesan Council's recommendation shall be subject to approval by a simple majority vote of the Convention.

3. Delete Section 9 in its entirety and renumber Sections 10 through 13 as numbers 9 through 12.

RESOLVED, that the Church Pension Fund assessment will be paid by the congregation; and be it further

RESOLVED, that $50,000 group life will be paid by the congregation; and be it further

RESOLVED, that medical coverage for clergy and eligible dependents, will be paid by the congregation; and be it further

RESOLVED, that a standard of ten days per calendar year and $500 will be provided for continuing education; and be it further

RESOLVED, that the standard auto allowance will be $2,000 per year; and be it further

RESOLVED, that all parishes and missions encourage their full time clergy to set aside two days each week for personal time.

Resolution B-166 - Increased Media Coverage of Global Crisis - submitted by the Global Reconciliation Commission

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri call upon television outlets within the diocese's boundaries to increase coverage of global crises and the U.S. response to them, particularly:

• efforts to realize the Millennium Development Goals,
• the ongoing peace process between north and south Sudan, and
• the ongoing genocide in Darfur.

And be it further

RESOLVED, that this convention call on all television network affiliates to convey to their parent companies the desire of Episcopalians in this diocese to receive greater and more in depth coverage of these issues and situations; and be it further

RESOLVED, that the secretary of this convention send a copy of this resolution to every television station within the diocese's borders, to the programming offices of Closed Captioning, CNN, MSNBC, CNBC, and FoxNews and to the news divisions of NBC, ABC, CBS and FOX and the Corporation for Public Broadcasting; and be it further

RESOLVED, that the following resolution be sent to the 75th General Convention of the Episcopal Church:

RESOLVED, the House of _________concurring, this 75th General Convention of the Episcopal Church calls upon all television news outlets in the United States to increase coverage of global crises and the U.S. response to them, particularly:

• efforts to realize the Millennium Development Goals,
• the ongoing peace process between north and south Sudan, and
• the ongoing genocide in Darfur

And be it further

RESOLVED, That the secretary of this convention send a copy of this resolution to the programming offices of CNN, MSNBC, CNBC, and FoxNews, and to the news divisions of NBC, ABC, CBS and FOX; and be it further

RESOLVED, that all dioceses, congregations and individuals in the Episcopal Church are strongly urged to lobby the news media on local, regional and national levels to increase the breadth and depth of coverage of these issues.

Resolution D-166 - Recycling of Convention Materials - submitted by Metro II

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri encourage future conventions to provide for the recycling of paper, glass, and aluminum during the time of its meeting; and be it further

RESOLVED that all members of convention commit themselves to using non disposable tableware at future meetings of the church.

Resolution E 166 - Balancing the State Budget by Abandoning the Poor - submitted by Metro II, Mr. Tom Rogers, Mr. Mike Clark

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri
bear witness to our baptismal covenant to "strive for justice and peace among all people, and respect the dignity of every human being " by publicly opposing efforts to balance the budget of the State of Missouri in ways that harm children, the poor, the homeless, the destitute, the disabled, the sick, and the mentally ill citizens of this state; and be it further

RESOLVED that this Convention encourages the State of Missouri to balance the budget in ways that are equitable to all Missourians, such as:

• Ensuring that all monies promised from riverboat casinos are being appropriated to our state's public schools;

• Raising taxes to upper class and middle class tax brackets a modest amount; and

• Creating a designated fund for voluntary contributions to offset health care costs of the underprivileged.

And be it further,

RESOLVED that copies of this resolution shall be forwarded to the Governor and our state representatives; and be it further

RESOLVED that this Convention calls upon all the congregations of this diocese to conduct an adult discussion (or series) to explore our Christian responsibility to care for those less privileged than ourselves.

Resolution F 166 - Call for a Moratorium of the Death Penalty in Missouri - submitted by Metro III

BE IT RESOLVED that this 166th Convention of the Episcopal Diocese of Missouri calls on the Governor and our state representatives, and the President of the United States and our representatives in Congress, to enact and adopt legislation imposing a moratorium on executions at least until this state and the nation implement policies and procedures which:

• Ensure that death penalty cases are administered fairly and impartially, in accordance with basic due process,
• Minimize the risk of that innocent persons may be executed, and
• Prevent the execution of mentally retarded persons and person who were under the age of 18 at the time of their offenses.

And be it further

RESOLVED that copies of this resolution shall be forwarded to the Governor and our state representatives and the President of the United States and our representatives in Congress

Resolution G 166 - Structured Conversations on the Windsor Report - submitted by Metro III

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri requests the bishop to appoint an ad hoc committee including members of our General Convention 2006 deputation, representatives of each convocation, and others at his discretion, to design and host gatherings for interested people in each convocation after the "Blue Book" is available to discuss the issues and resolutions which may come before the General Convention in June, including the Windsor Report and any actions which may have implications for the Anglican Communion; and be it further

RESOLVED that minutes from each of these discussions be disseminated by the convocation secretaries to our bishop and to our clerical and lay deputies and alternates to the General Convention of the Episcopal Church USA to be held in 2006; and be it further

RESOLVED that this convention encourages each of our elected clerical and lay deputies and alternates to the General Convention of the Episcopal Church USA to be held in 2006 to attend at least one of these gatherings and as many more as possible in order to listen carefully to the wide range of opinions within the diocese.

Resolution H-166 - Relationship with the Diocese of Lui, Sudan - submitted by the Companion Diocese Committee

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri endorses entering into a Covenant of Companion Relationship between this diocese and the Diocese of Lui, beginning November 2005 and continuing until November 2010 or terminated by mutual consent; and be it further

RESOLVED, that the Rt. Rev. George Wayne Smith be empowered to set up a representative Companion Relationship Commission to implement this relationship, including the recruitment of persons and congregations in the diocese to participate in this relationship.

Resolution I 166 - Formula for Assessment of Congregations for Support of the Diocese - submitted by the Task Force for Budget and Assessment

BE IT RESOLVED THAT this 166th Convention of the Diocese of Missouri sets assessment for support of the Diocese at a flat rate to be determined by each Parish or Mission in the range of a minimum of 12.5 percent and a maximum of 15 percent of Net Disposable Budget Income following a deduction of $750 and based on the previous year's parochial report;

and be it further resolved that this resolution be extended until repealed or changed by Convention.

Resolution J-166 - Reaffirm Commitment to Millennium Development Goals - submitted by the Global Reconciliation Commission

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri reaffirms its commitment to the realization of the Millennium Development Goals to:

1. Eradicate extreme poverty and hunger
2. Achieve universal primary education
3. Promote gender equality and empower women
4. Reduce child mortality
5. Improve maternal health
6. Combat HIV/AIDS, malaria and other diseases
7. Ensure environmental sustainability
8. Develop a global partnership for development

And be it further

RESOLVED that this Convention celebrates our commitment to the realization of these goals by the giving of 0.7% of its 2005 program budget to be used toward their achievement in the Diocese of Lui in Sudan and the dedicating of 0.7% of the 2006 program budget toward work that promotes the Millennium Development Goals; and be it further

RESOLVED, that this Convention strongly urge every congregation and Episcopalian in the Diocese of Missouri to engage in God's mission of global reconciliation by dedicating a minimum of 0.7% of their program budgets and individual incomes toward international development work; and be it further

RESOLVED that the following resolution be sent to the 75th General Convention of the Episcopal Church:

RESOLVED the House of _________concurring, this 75th General Convention of the Episcopal Church

1. Establish the work toward the achievement of the Millennium Development Goals as a mission priority for the coming triennium,
2. Direct the General Convention Treasurer and the Joint Standing Committee on Program, Budget and Finance to create a line item in the Budget for the Episcopal Church containing no less than 0.7% of that budget for work that supports the achievement of the Millennium Development Goals,
3. Designate September 11 a special day of prayer, fasting and giving in the Episcopal Church toward global reconciliation and the Millennium Development Goals,
4. Request that all dioceses establish a diocesan global reconciliation commission dedicated to mobilizing Episcopalians toward the achievement of the Millennium Development Goals.

Resolution L-166 - Lay Delegates to Convention

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3, Section 6 of the Constitution of the Episcopal Church in the Diocese of Missouri by deleting the first three sentences thereof and substituting therefore the following text:

Every canonically organized Mission of the Diocese and Parish in union with Convention of this Diocese shall be entitled to be represented in Convention by a minimum of two Lay Delegates. Each Parish and Mission shall be allowed one additional Lay Delegate for every seventy-five persons in Average Sunday Attendance at such Parish or Mission as reported on its annual Parochial Report for the immediately preceding calendar year. Such Parochial Report shall be prepared on the then current form provided by the Secretary of Convention and Average Sunday Attendance shall be calculated in the manner prescribed by such Parochial Report form.

Resolution M-166 - Correcting Amendment to Article III.3, Section 9 - Submitted on behalf of the Committee on Constitution and Canons

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3, Section 9 of the Constitution of the Episcopal Church in the Diocese of Missouri which shall amend said Section 9 in its entirety to read as follows:

"Subject to the limitations set forth in Section 6 above, every Lay Delegate shall have seat, voice and vote in Convention."

Resolution N-166 - Payment of Assessments and Congregational Representations at Convention - submitted on behalf of the Committee on Constitution and Canons

BE IT RESOLVED that this 166th Convention of the Diocese of Missouri approve an amendment to Article III.3 of the Constitution of the Episcopal Church in the Diocese of Missouri to as follows:

1. Identify the first four two sentences of Section 6, as amended by Resolution L -166, as subsection "a".

2. Delete the remainder of Section 6 and substitute therefore the following two new subsections "b" and "c" as follows:

2. Subject to the limitations set forth below, every Lay Delegate shall have seat, voice and vote in Convention. The Lay Delegates from a Congregation shall have no vote until the Secretary shall have been presented with satisfactory evidence as to the amount of assessments that the Lay Delegates' Congregation has paid during the preceding fiscal year for support of the Diocese and for the Church Pension Fund. In the event a Congregation shall not have paid the full amount of such assessments for the previous year, the number of Lay Delegates from such Congregation entitled to vote in Convention shall be reduced in direct proportion to the percentage deficiency in such Congregation's payment of its assessment obligations. The number of Lay Delegates with vote in Convention from such Congregation shall be rounded up to the nearest whole number, with a minimum of one Lay Delegate with vote in Convention for each Parish and canonically organized Mission.

3. Under extraordinary circumstances, the Diocesan Council may recommend to the Convention that all of the Lay Delegates of a Parish or canonically organized Mission have vote, without regard to the limitations set forth in subsection b. above. The Diocesan Council's recommendation shall be subject to approval by a simple majority vote of the Convention.

3. Delete Section 9 in its entirety and renumber Sections 10 through 13 as numbers 9 through 12.
